What does Truist's wire agreement say about recalling a wire?

Truist's wire agreement says a cancellation works only if the bank gets it in time to act before processing the transfer.

What does the agreement say?

Any Instruction canceling or amending a Payment Order is not effective unless Bank has received such Instruction at a time and in a manner affording Bank a reasonable opportunity to act before processing the Transfer.

Is there a 30-minute right to cancel?

Only for international transfers from a consumer account. A business wire does not have it.

What can an outside reading tell you after a payment fraud?

An outside reading cannot see your mailboxes, so it cannot tell you whether someone signed in to one.

It can show three things that bear on how a fraud like this reaches a firm: whether your DMARC record tells mail servers to refuse mail forged in your name, which look-alike domains of yours are registered, and which addresses at your domain are listed in breach data from other services.
